Use bolt i.e. boltctl to control thunderbolt foo from terminal
Hit up the terminal ctrl+alt+t then run this
sudo apt install -y bolt
After a reboot you should be able to use the thunderbolt settings, if this doesn't work for whatever reason enable it manually
sudo boltctl
